Unless your forgot your Standard of Discipline, in which case some armies will have Ld 9

Just want to know if your General can use his IP outside of the unit. Or is it highest base LD inside of the unit? The two FAQ rulings go against each other. Also if the General can use his IP outside of the unit? Can the General be effected with Standard of Discipline or Doom & Darkness. GW has dropped the ball on this one. Just want to know how to play it, as Lore of Death is now so popular?

The two rulings don't actually go against heach other.
The first one, about unmodified Ld, tells you that the highest Ld in the unit is the unmodified lead *unless specified otherwise*
The second FAQ about IP working for spirit leech is "specifying otherwise." It is the exception to the rule.

I got this off of Warhammer.org
Previously, "unmodified LD" was just that, unmodified, and consisted of the LD value listed in the respective army book without any adjustments for anything else (i.e. spells, inspiring presence, other characters in unit, etc.).
"Q: When taking a Leadership test, sometimes you have to take it on your unmodified leadership. What is your unmodified leadership? (p10) A: Your unmodified Leadership is the highest Leadership characteristic in the unit. Do not include any modifiers from any source, for example, Strength in Numbers, Inspiring Presence or the Doom and Darkness spell."
Until the most recent FAQ, this was supported by several FAQ questions which dealt with examples directly. However, IMHO, the latest definition of "unmodified LD" appears to have tossed this out the window as follows:
Q: When taking a Leadership test, sometimes you have to take it on your unmodified Leadership. What is your unmodified Leadership? (p10) A: Your unmodified Leadership is the highest Leadership characteristic in the unit. So the Leadership from any characters in the unit itself (but not from outside the unit, from Inspiring Presence for example) with a higher Leadership can be used unless specifically stated otherwise.
This latest definition indicates that only a character in the unit can adjust the "unmodified LD" but a key addendum is the last part about "unless otherwise stated". Since the spirit leech FAQ specifically allows inspiring presence, then each side can use their general's LD:
Q: Do units benefit from their General’s Inspiring Presence for the purposes of spells that use Leadership, such as Spirit Leech or Okkam’s Mindrazor? (p107) A: Yes.
Now, the next issue is the impact of magic on LD. AFAIK, the current definition does not prohibit adjustments to LD through magic as did prior definitions of "unmodified LD". Also, the doom & darkness FAQ indicates that it adjusts the LD value bestowed by inspiring presence:
Q.If an enemy unit is afected by the Doom and Darkness spell, and the unit is within the general’s Inspiring Presence radius, does the Leadership value conferred by Inspiring Presence sufer the modifier even if the General is not afected? (Reference) A: Yes.
Taking these together, the end result is that yes, the Standard of Discipline and Doom & Darkness would affect the LD values when using Spirit Leech.
However for Skaven and the Strength in numbers rule reads in FAQ:
Page 33 – Strength in Numbers. Change the second sentence of the first paragraph to “Units with the Strength in Numbers special rule add their current rank bonus to their Leadership value for any Leadership test.”
Since Spirit Leach is not a leadership test per se, the Strength in Numbers rule does not apply to Spirit Leech.
